Curriculum reform in pre-university education in Albania

The study aims to provide a concise overview of the progress process curriculum reform in pre-university education general, achievements and problems identified after 1991.After some initial corrections, changed but they did not follow same philosophy at different levels education, which affected coherence changes. In early 2000s, experts main challenges related improving situation this system. They were: a. national reform; b. creating stable efficient structure for professional development teachers working education. new curricular framework would indicate directions country’s system needed be developed meet its intended educational policies. But upper secondary 2010 approach as basic 2004. Although aimed aligning with trends competency-based development, it managed realize that reflected competencies all aspects. 2013 tried offer curriculum, despite efforts made, failed develop curriculum. Strategy Development Pre-University Education 2014-2020 envisages broad conception This important complemented shortcoming reforming until 2013. Defining key 8 POLIS / No. 20, 2021 9 competencies, expressed through learning outcomes, well defining criteria assessing outcomes conditions opportunities equal students, accurate assessment quality offered or local level, fair level student achievement, etc.
